North Carolina Jail Takeover Ends After Inmates Overpower Correctional Staff

Authorities have regained control of a North Carolina detention center after inmates briefly seized parts of the facility in a dramatic takeover that led to a hostage situation involving correctional officers.

The incident unfolded early Monday morning at the Bertie-Martin Regional Detention Center in Windsor, North Carolina, prompting a large response from local, state, and federal law enforcement agencies.

According to investigators, three correctional officers and 88 inmates were inside the jail when the disturbance began at approximately 5 a.m. During the takeover, two correctional officers were taken hostage while a third officer managed to escape and alert authorities.

Law enforcement agencies, including the North Carolina State Bureau of Investigation and the FBI, responded to the facility and established a perimeter while negotiators worked to resolve the crisis.

Officials said negotiations eventually secured the release of the two hostages along with most of the inmates involved. The remaining inmates stayed inside until tactical teams entered the jail and restored full control of the building.

By early afternoon, authorities confirmed that all inmates and staff had been accounted for. Officials said the injured individuals received medical treatment, although they did not release details about the severity of those injuries.

Following the operation, inmates were transferred to other detention facilities while investigators began assessing damage inside the jail. The Bertie-Martin Regional Detention Center will remain secured until officials complete their investigation and determine when it can safely resume operations.

The detention center primarily houses pretrial detainees and inmates serving shorter sentences for Bertie and Martin counties. The facility has a capacity of approximately 90 inmates.

Authorities have not publicly explained how inmates managed to overpower correctional staff or what triggered the takeover. Investigators also have not disclosed whether weapons were involved or whether any force was used when officers entered the jail.

Officials likewise declined to say whether law enforcement discharged lethal or non-lethal weapons during the operation.

North Carolina Governor Josh Stein condemned the incident and called for those responsible to be held accountable. He also said the event highlights the need to strengthen recruitment, retention, and compensation for correctional officers responsible for maintaining safety inside state and county detention facilities.

The incident has renewed concerns about staffing shortages inside correctional institutions across the United States. Correctional facilities in many states have struggled to recruit and retain officers in recent years, leading to questions about staffing levels, officer safety, and inmate supervision.

Security experts note that jail takeovers remain relatively uncommon but can become extremely dangerous because officers are often outnumbered. Quick coordination between local law enforcement, state investigators, and federal agencies is typically essential to preventing the situation from escalating.

For now, investigators are focusing on reconstructing the sequence of events. They are expected to review surveillance footage, interview witnesses, inspect damage inside the facility, and determine whether additional criminal charges should be filed.

Officials have emphasized that the investigation remains active and that more information will be released once evidence has been reviewed.

The successful recovery of the facility without additional reported fatalities marked the end of several tense hours for correctional staff, inmates, and nearby residents.

Although the immediate crisis has ended, the incident is likely to fuel broader discussions about jail security, staffing shortages, emergency response planning, and the challenges facing correctional institutions across the country.

The Bertie-Martin Regional Detention Center remains under heightened security as authorities continue investigating one of North Carolina’s most serious jail security incidents in recent years.
